Team Manager, Supply Chain Management
1.0 Regular
Monday – Friday, 35 hours per week
Union Exempt, Level 9: $117,995 to $138,845
Reporting to the General Manager of Finance, the Team Manager of Supply Chain Management is responsible for managing the procurement of all goods and services at the District, and ensuring that all procurement activities are solicited and purchased in accordance with District policies and procedures. The Team Manager oversees contract management, market research, vendor analysis and vendor certification, product value analysis and life cycle cost analysis sourcing; administers contracts for cafeteria services; and provides direction and supervision to a team purchasing professionals and support staff, including assets and logistics team.
Qualifications
- Post-secondary education in Supply Chain Management, Business or related discipline is required.
- 6-8 years of relevant procurement experience, including supervisory experience, is required.
- A professional designation such as Certified Supply Chain Management Professional (CSCMP), Certified Supply Chain Leader (CSCL) or Certified Public Procurement Officer (CPPO) or equivalent would be beneficial.
- Management skills, including hiring, supervising and evaluating staff and work performance; and demonstrates leadership for training, mentoring, and motivating teams.
- Excellent interpersonal/communication skills required for liaising with Senior Staff, vendors, and other board personnel on matters which are confidential or sensitive in nature, and requires a high degree of tact, diplomacy and discretion.
- Must have the ability to foster and build relationships and make presentations.
- Writing skills for preparing Board reports, complex contracts and bid documents.
- Organization and time management skills for juggling multiple and conflicting demands, organizing priorities and working within tight and strict deadlines.
- Analytical skills for reviewing, interpreting, summarizing and synthesizing information
- Effective conflict resolution skills as well as negotiation skills in order to influence and affect change;
- Must have the ability to make quick decisions, and solve problems.
- Proficiency in computer applications, including word processing, databases and spreadsheets, to effectively accomplish work.
- Thorough knowledge of supply chain management processes including strategic sourcing, procurement and contract management and asset management.
- Experience developing complex, detailed and specialized contract and competitive bid documents.
- Proven experience in developing, updating, and ensuring adherence to corporate policies and procedures, particularly those governing procurement, finance, and operations.
- Demonstrated experience working with and leveraging vendor-of-record (VOR) shared services agreements managed by relevant Provincial bodies.
- Experience in the utilization of online bidding systems, preferably Bids and Tenders.
- Knowledge of Canadian Contract Law, Sales Tax Legislation, Custom and Excise Legislation and Free Trade Agreements including import and export laws, Freedom of Information legislation and all legislation governing public procurement.
- Must have reliable transportation for local travel to schools or other sites.
